The Development Control Regulations (DCR) for the Colombo Port City have been published in the Gazette on June 2, 2023. These regulations will govern all construction activities within the area. This updated version improves upon the initial publication from April 2022.
The Colombo Port City Economic Commission is now accepting development proposals for evaluation and the issuance of Planning Clearance, Development Permits, and Certificates of Conformity. These proposals should align with the approved Master Plan, which includes a buildable area of 6.3 million square meters. The development will feature amenities such as a Marina Facility, Luxury Villas, Apartments, an Integrated Resort, Convention Centre, International School and University, a Hospital, and a Financial Centre. All developments within the Colombo Port City will be subject to the newly published DCR 2023.
The main objective of the DCR 2023 is to benefit developers, residents, investors, and stakeholders while ensuring logical and orderly development. It establishes guidelines for development intensity, building height, and overall construction framework for all plots within the Colombo Port City. The DCR 2023 provides transparency and efficient decision-making by clearly defining permissible development on each of the 74 plots. It covers various aspects such as building masses, land uses, green and public spaces, sustainability measures, and more.
The publication of the DCR 2023 marks a significant milestone for the Colombo Port City Economic Commission, enabling investors to embark on the realization of the city’s potential for economic growth and innovation.
